OECD/DAC-Developing Country on National Strategies for Sustainable Development

A Brief Progress Report for the Period

from September to December, 2000

1. Introduction

Below is a brief report of accomplished activities which were carried out by NSSDs Lead Team in Tanzania from September to December 31, 2000.

2. Finalization of the Status Review Report

After the stakeholders’ status review workshop held on August 10-11, 2000 the Lead Team met to revise the Status Review Report by incorporating the comments raised during the workshop.

3. Submission and Presentation of the Status Review Report (SRR)

  • The revised Status Review Report was summarized and submitted to IIED, London for distribution to the participants of the Phuket-Thailand Mid Term Review Workshop.

  • The SRR was then presented during the Phuket Mid Term Review Workshop for comments.

4. The National Dialogue Steering Committee (DSC) Meeting

    1. After coming back from the Mid Term Review workshop in Thailand, the second DSC meeting was organized on the 27th of October, 2000

      Mr. A. Mufuruki - Managing Director, Info-Tech-Tanzania Chamber of Commerce Industry and Agriculture (TCCIA)-Member

    6. Issues discussed included:

      1. The Status Review Report (SRR)

      2. A brief Report of Mid-Term Review Round Table held in Phuket, Thailand (Appendix 1)

      3. Comments on Policy Guidance for Developing and Implementing Country Level Strategies for Sustainable Development.

5. Preparation for the Mini-Research and Stakeholders’ Dialogues in Mbeya Region

Immediately after the DSC meeting, the Lead Team started preparations for the Mini-Research and stakeholders’ Dialogues in Mbeya Region. Among others, the following were prepared before the departure for the field.

  • Movement Plan indicating date, focus group discussion respondents and venue

  • The Dialogue Process and/or Methodology (Appendix 2)

  • Interview Checklist (Appendix 3)

6. Mini-Research on District Level Planning Process

  1. Three out of seven districts in Mbeya Region were selected for the field research.

  2. The criteria used in selecting the districts included:-

    1. easy accessibility

    2. indication of local based participatory planning

    3. active community participation in poverty alleviation initiatives

  3. In each district eight different groups of stakeholders were identified andinterviewed. They included:-

(a) Business Community

    • Females
    • Males

(b) District Officials – Females and Males together

(c) NGOs and Religious Institutions – Females and Males together

(d) Ordinary citizens

    • Females
    • Males

(e) Villagers

    • Females
    • Males

7. The Grassroot Stakeholders’ Workshop

  1. After the field work, an english dialogue report was prepared which was then translated into Kiswahili.

  2. A two days stakeholders’ workshop was organized in Mbeya region to discuss the report. The discussion was guided by a Workshop Guide (Appendix 4).

  3. The workshop was held at Mbeya Vocational Training and Service Centre from December 1 to 2, 2000.

8. A Final Stakeholders’ Workshop Report for Mbeya Region

After the workshop the report was revised and a final version submitted to IIED in London.

9. Future Plans

  1. Preparation for Arusha Mini-Research and Stakeholders’ Dialogue Workshop

  2. Preparation of Dialogue Draft Report for Tanzania

  3. Organize the National Stakeholders’ Consultation Workshop

  4. Preparation of Final NSSD Draft Dialogue Report for Tanzania

  5. Prepare for Bolivia Workshop.
