This paper proposes steps for strengthening capacity for environmental management and investments in the Newly Independent States (NIS). It sets out the achievements and priority needs for better environmental management and investments in the NIS, advises on the next practical steps with respect to the further development and implementation of national environmental action plans (NEAPs). The final section concerns institutional arrangements for implementing the next steps.
