Force (1998): The Future of the EAP Task Force. Paper produced for Environment

This paper
was prepared to support a discussion on the future of the EAP Task Force.
After the introduction there are five further sections. Section II reviews
the Task Force’s mandate and the evolution of its work programme. Section
III presents Task Force meeting decisions; in particular the consensus that
the Task Force should continue after the Aarhus conference, but that its work
be differentiated into two programmes – one for the NIS and one for CEECs.
Section IV suggests that the two parallel programmes should be elaborated
under the three themes which have guided work since Sofia. Section V proposes
ways in which the structure of the Task Force might be adapted, including
the new role which the REC would play. Section VI examines the resource implications
of post-Aarhus activities.
