In Sub-Saharan
Africa, several governments have initiated processes to prepare and implement
National Environmental Action Plans (NEAPs) in collaboration with international
partners led by the Bank. At the time of the appearance of this paper seven
such national processes were in operation – in Madagascar, Mauritius, Lesotho,
Rwanda, Ghana, Guinea and Burkina Faso. This paper aims to draw early lessons
