This paper
assesses how five countries- Norway, Canada, France, UK and the Netherlands-
view their progress towards a national sustainable strategy. The review was
compiled by telephone interviews with key officials during December 1992 and
January 1993, and therefore does not evaluate the success of the existing environmental
plans in relation to their goals. It was designed to shed light on the debates
underway in the five countries, on the political processes that might be changing
as a result of those debates, and on some of the concrete mechanisms put in
place in pursuit of environmental, or “sustainability”, goals.
