This paper examines some of the critical obstacles to donor coordination at the country level. It reviews issues derived form the institutional characteristics of developing countries themselves, looks at issues related to the functioning of donor agencies, and identifies a number of general trends in development assistance that may directly affect the nature of donor coordination in the future. The paper is based on results emerging from a study of donor coordination for sustainable development at the World Resources Institute.
