This report
is divided into three parts. Part I summarises the state of the environment
in the European Community and growing threats to its future health, and sets
out a new strategy designed to break the current trends and to set a new course
for sustainable development. It also attempts to indicate how responsibility
can in practice be shared and measures proposed to ensure satisfactory implementation
and enforcement. Part II summarises the environmental threats and issues in
the wider international context and what will or can be done by the community
and its consistent Member States in the context of both general and bilateral
cooperation. Finally, part III deals with the selection of priorities and
the question of costs, as well as plans for a programme review. A 5-point
plan is proposed to devise appropriate costing mechanisms for the future.
